Check the box next to 'Use scroll gesture with modifier keys to zoom.' Select a modifier key, such as Control or Command. Enable either of the following options: To zoom. Installing TinkerTools can help (I've done it before) but it has its drawbacks, and it's sort of damning that making an Apple actually usable requires you to use software that might well break in the future (and has broken before). The first two are not good solutions: I don't want to zoom or scale everything in the screen. Double-tap with two fingers to zoom in and back out of a webpage or PDF.
